国際的に活躍できる人材を育てようと、大阪府は2012年度から、府内の高校や大学に通う学生を対象に、海外留学支援に乗り出す。留学に対応できる英語力やコミュニケーション能力を身に付けるため、高校生向けの英語塾を開くほか、高校生と大学生の留学費用の一部を補助する。３年間で1000人を新たに海外留学させる目標だ。

　高校生向け英語塾の名称は「おおさかグローバル塾」で、運営は専門学校などに委託する。４月に開校、米英への短期留学も見込む。留学期間を除く授業費は、教材費のみの負担で済むようにする。３年間で毎年約100人、計300人の塾生を集める計画で、２月下旬にも募集を始める。
　長期・短期で海外留学をする高校生や大学生向けに、渡航費の一部を補助する事業も始める。１人当たりの補助額など詳細は今後詰めるが、12年度から３年間で計700人を対象にする計画だ。
　府の担当者は「大阪の国際競争力が人材面で落ち込んでいる部分がある。事業をきっかけに高校の先生は、生徒に留学を勧める意識を持ってほしい」などと話している。出れる時に積極的に海外に出て行くことが必要でしょうね。多くの県でも、こんな制度ができるといいでしょうね。
