なぜ海外の優秀層が来ないのか。理由は明確です。日本の大学院は文系、理系いずれも、米国などと比べて高レベルの専門教育を体系的に施すカリキュラムが構築されていない。特に理系では顕著です。担当教授が関心のある研究テーマを選ばざるを得なかったり、論文を執筆しても指導教授名を必ず入れねばならないなど、昔ながらの“相撲部屋”に入るようなものです。
一方、日本人留学生が「減った」理由についても、「内向き志向」や「学年暦が違う」からではなく、単に実力不足が原因なのです。語学試験などが振るわず、中国人らとの競争に負けて入学できないだけ。過去10年の国際的な論文掲載数は中国、韓国の伸びは著しいが、日本は衰退傾向にある。

「秋入学」は、国際的な標準に合わせる意味では必要だと思います。ただ、より根本的な問題として、大学の研究と教育のクオリティー(質)を上げることが一番大事です。残念ながら日本の研究者は世界的なレベルではあまりに低い。日本の最高学府である東大でさえ、少なくとも私の専門である環境エネルギー政策分野で、世界で通用する学者はほとんどいないのが実情です。
学生の側で言えば、入試制度を根本的に変えることも必要です。現在は「知識詰め込み型」ですが、こんな試験で育った人間が、世界の舞台で通用しないのは明白です。だからこれをもうやめて、米国やフランスで実施されているような一定水準の学力が認められれば入学できる「最低水準型」にすべきです。今後日本で少子化が進めば、1人で2人分、3人分の価値のある仕事ができる人材が増えなければ、現在の国力は維持できない。クリエーティブな人材をいかに育てるかが喫緊の課題です。
そうなると日本の初等教育から再編成することも考えねばならない。東大には、ここまで提言してほしいですね。
入試制度を初め教育制度を抜本的に見直さなければ時期にきていると思いますね。その切っ掛けとして「秋入学」の議論はいいでしょうが、それをどこまで掘り下げて抜本的な改革まで行き着くのが注意して見守っていかなければならないでしょうね。
