米英独仏がここ10年で論文数を30%以上増やすなか、日本は14%と主要先進国で唯一伸び悩んでいる。それと対比するように中国の躍進が際立って見える。伸び悩みの原因を科技政策研の桑原所長は「論文の書き手の中心である国立大学の伸び悩みが背景にある」と分析する。
日本は1996年度から国の指針となる基本計画で、5年ごとに合計約20兆円を科学技術分野に投じてきた。研究論文の数だけで国際競争力は測れるわけではないが、巨額の研究投資が生きていない印象を受ける。
桑原所長は中国の論文が増えた背景を「政府による科学技術分野への積極投資が効いた」と説明する。成長分野に投じた巨費を効率よく研究の活性化に役立てた。また多くの国費留学事業を実施し、現在では年間28万人を超える学生が海外に渡る。行き先の多くが米国。留学で築いた人脈が米中の共同研究へと発展し、両国間の研究協力につながっているようだ。
ものづくりの現場が揺らぎ、研究分野の評価の一つである論文の数が伸び悩む。これが日本の現状なのかもしれない。原因を見出して、手を早く打たないと後進国以下の国になってしまう可能性も見えてくる。教育だけに責任をおわせることはできないだろうが、ゆとり教育の弊害は日本の上に大きな負の影響を落としてしまっているように感じる。物がない日本であるがゆえに、どんな人材を育てるかを明確にして教育にもっと力を注いでいくべきでしょう。そして、高等教育にもっと予算をつけてほしい気がする。
