IELTS

日本英語検定協会（英検）は4月12日、ブリティッシュ・カウンシルと共同運営する国際的な英語運用能力試験「IELTS（International English Language Testing System：アイエルツ）」の日本における2011年度の受験者数が、2009年度より倍増したと発表した。
　IELTSは、留学や海外移住に必要な英語力を評価する国際的な英語運用能力試験。世界135の国と地域の、約7,000の教育機関や国際機関、政府機関が、現実に即した英語のコミュニケーション力を測る信頼性のある指標として採用しているという。
　IELTS本部の3月30日の発表によれば、2011年の全世界の受験者数は170万人に達し、対前年比12％の増加。2005年に比較すると約3倍の受験者数となり、17年連続で増加し続けているという。
　日本では、従来、イギリスの公的な国際文化交流機関であるブリティッシュ・カウンシルがIELTSを運営していたが、2009年11月に財団法人日本英語検定協会と共同運営に関する契約を締結。翌2010年4月より、両社の共同運営により実施。英検協会が、普及活動や受付申込、試験実施などを担当することで、試験会場の増設や受験料の決済手段の多様化など、受験者の利便性向上が図られた。
　今回の発表は、共同運営となる以前の2009年度（2009年4月〜2010年3月）に比べ、2011年度（2011年4月〜2012年3月）の受験者数が2倍となったというもので、具体的な人数については明かされていない。少子高齢化の進行や海外留学する学生が減少傾向にある日本で、IELTSの受験者が増加している背景には、社会や教育現場で「英語での発信力を持った人材」を育成することに関心が高まっていると、ブリティッシュ・カウンシルでは分析している。
　なお、2011年度には、京都大学や国際基督教大学など全国約20大学でIELTSが英語能力の指標試験として採用され、学内で実施されたという。TOEICの受験者も増えているようですから英語での発信力を持った人材の育成と相まって今後も増えていくのかもしれませんね。同時に、何を発信するのか問われていくでしょうから日本の文化・伝統を知る上でも国語にも力を入れるべきでしょうね。
