平均8.03%減額(Reduced by an average 8.03%)


国家公務員の給与を引き下げる臨時特例法案をめぐり、民主、自民、公明3党は25日午前、国会内で実務者協議を開いた。民主党は今年3月から平均0.23%引き下げる人事院勧告を実施したうえで、同4月からさらに平均7.8%を上乗せし、計平均8.03%減額する修正案を提示。自公両党は受け入れる考えを示し、基本的に合意した。
 民主党は通常国会の開会を受け、消費増税の前提となる「身を切る改革」である公務員給与引き下げで合意を急ぐ必要があると判断し、大幅譲歩した。政府案は人勧実施を見送ったうえで、13年度末まで7.8%削減する内容。これに対し、自公両党は人勧を実施したうえで、引き下げ幅を7.8%まで拡大する案を主張していた。
 修正案は自公案よりも削減幅が拡大するため、自民党幹部は「これなら乗れる」と述べ、公明党幹部も「人勧をやってくれさえすれば、うちはOKだ」と語った。国会議員の数を大幅に削減する等の大ナタを振るって歳出を抑えてほしいですね。政府も過大なサービスはしない、国民も過大なサービスを求めない。逆に、国家に対して何ができるのか考えなければならないでしょうね。そして互いに助け合っていくことが重要になっていくのかもしれませんね。
