　レベルや目的が異なる「基礎」と「発展」の２段階の試験を設け、いずれも高校在学中に複数回受験可能とすることを求める。近く安倍首相に提言し、文部科学相の諮問機関、中央教育審議会がテストの実施時期や運営体制などを検討。５年程度先をめどに導入される見通しだ。
　実行会議では、センター試験を手直しした新テストと、高校生の基礎学力を把握する試験を別々に導入する方向で検討を進めてきた。これに対し、「高校生の負担になり、現場が混乱する」との異論があったため、「達成度テスト」として一本化し、大学入試のあり方を抜本的に見直すことにした。
