文部科学省は、海外留学者への新しい給付型奨学金制度を2014年度に創設する方針を決めた。民間企業100～200社ほどから計200億円規模の出資を募る。出資企業が、帰国した学生を対象に長期インターンシップや企業説明会を開催し、採用につなげられるようにする。同省は国際感覚を身につけた若者と海外展開を進める企業を結びつけ、日本企業の国際競争力強化を急ぐ。
　文科省は来年度、給付型奨学金の対象者を現在の３倍超の約３万6000人以上に増やす計画で、来年度予算の概算要求に必要額を計上している。同省は民間からの出資金を得て、奨学生をさらに増やしたい考えで、既に経団連や経済同友会などに協力を要請した。
　新たな奨学金制度では、文科省が企業と連携し、留学計画の審査や面接などで留学希望者を選抜。選ばれた学生は出資企業による事前研修を受けた上で海外に留学する。
　帰国後は、出資企業が実施する長期インターンシップや企業説明会に参加できる。文科省は、留学経験者が成果などを意見交換できるＳＮＳ（ソーシャル・ネットワーキング・サービス）コミュニティーも創設し、出資企業には、このＳＮＳの閲覧を認める。
　企業には海外経験を持つ優秀な学生を発掘できる利点があり、学生もインターンシップなどを通じて企業への理解が深まるため、雇用のミスマッチを防ぐ効果が期待される。文科省は、留学経験のある学生と接触する機会が少なかった中小企業を含め、幅広く企業からの出資を呼びかける。
　基金は独立行政法人日本学生支援機構が管理、学生に情報提供もする。
　日本人留学者は04年の約８万３千人をピークに10年には５万８千人まで減少。安倍政権は留学する大学生・大学院生を20年までに12万人に倍増させる計画を進めている。
　給付型の資金支援は留学をしたいと願っている学生にとってありがたい制度ですね。そして就職という道も拓かれるということは、一層良いことですね。多くの学生が留学することを期待したいですね。
