国賓として来日中のブータンのジグメ・ケサル・ナムゲル・ワンチュク国王は１７日昼、衆院本会議場で演説を行った。
　国王はブータンの民族衣装で壇上に立ち、東日本大震災について「大混乱と悲嘆をもたらしたであろう事態に、日本国民は最悪の状況下でさえ、静かな尊厳、自信、規律、心の強さをもって対処された」と述べた。
　また「日本は歴史を通じてあらゆる逆境から繰り返し立ち直った」と日本をたたえた。
　美しい容姿で注目を集めているジェツン・ペマ王妃も臨席した。衆院本会議場は衆参両院議員でほぼ埋め尽くされた。
個人の幸福感を重んじる「国民総幸福（ＧＮＨ）」で知られるブータン。平田健二参院議長が「ＧＮＨの国からいま最もお幸せなお二人をお迎えできたのは実にすばらしい」と歓迎の意を表すと、国王は議場内で見守った新婚のジェツン・ペマ王妃とほほえみあった。 
もっと日本と日本民族に誇りと自信を持ってもいいのではないかと思いますね。そして経済的豊かさを求める以上に心の豊かさを追求する時だと感じますね。
