法政大大学院は9日、47都道府県ごとの平均寿命や出生率、完全失業率、犯罪発生件数など40の社会経済統計指標から「幸せ度」を調べ、順位を発表した。1位は福井県で、低い未婚率と高い出生率に加え、障害者の雇用率や正社員比率が高く、犯罪が少ないことなどが評価された。
2位は、自然環境の良さと趣味や娯楽を楽しむ時間の多さを評価された富山県、3位は失業率の低さと安定した社会政策を持つ石川県で、北陸勢が続いた。
一方、最下位は大阪府。生活保護受給者の多さや治安の悪さが足を引っ張り、厳しい結果となった。
調査は大学院の社会人学生ら10人が、半年をかけて集計した。2010年までの統計データに基づくため、東日本大震災に伴う数値の変化は盛り込まれていない。
国民総生産（GNP）などの経済指標から考える今までの幸福に関する概念を、心の豊かさを示す指標である「GNH（Gross National Happiness：国民総幸福量）」でみつめなおした結果なんでしょうかね。
　GNHの増大を国是にしている国がブータンですが、山岳地帯では牧畜が行われ、谷間の地では棚田を利用したコメづくりが行なわれている。従来の概念から考えたら貧しい国ですが心は豊かなんでしょうね。限られた地球環境の中で７０億の人類がひしめき合って生きている現状では、この様な概念が今後益々必要になっていくでしょうね。
