海外に出た学生は全体の２％（Students went abroad for 2% of the total）

昨年度１年間、全国の大学が単位認定する「留学・研修プログラム」で海外に送り出した学生は全体の２％であることが、朝日新聞社と河合塾の「ひらく 日本の大学」調査でわかった。大規模校で低率なのが顕著だ。一方、高率なのは小規模校で、「国際化」に熱心な様子がみてとれる。
　調査は、全国の国公私立大学７５９校を対象に今年秋実施し、５８５大学から回答があった（回収率７７％）。企業などから国際的に活躍できる人材育成を求められ、国際化への対応は大学の大きな課題となっている。調査では、単位認定する留学プログラム（留学、研修、短期も含む）で２０１０年度に海外に送り出 した学生数をきいた。合計は４万２５００人だった。海外への送り出し数を大学のデータをもとに把握したのは今回が初めて。
　留学者の率は、国立が１．１％、公立が２．６％、私立が２．３％で、国立で進んでいない。１学年あたりの学生数でみる規模別では、３千人以上が １．７％、１千～３千未満が１．９％、３００～１千未満２．４％、３００未満が４．４％となり、大規模大学ほど低かった。回答を寄せていない東京大を除く 旧帝国６大学は平均で１．２％にとどまった。多くの大学で、留学生を受け入れる体制は徐々にできているように聞きますが、逆に日本の学生を海外に送り出す部分は遅れている感じですね。小規模校が大規模校を就職などの部門で将来的には追い越す可能性もありますね。
　若者に限らず、日本の全てが内向きになっていますから、これを打破していくことが必要ですね。
