文部科学省の検討会による国際共通語としての英語力向上のための提言では英語教員として少なくとも求められる英語力の基準が英語検定で準1級、ＴＯＥＦＬで５５０点、ＴＯＥＩＣで７３０点以上とされているが、公立中学でこの基準を満たしている英語教員は２４％、高校で４９％と「深刻な事態だ」との指摘が7日の衆議院予算委員会で山内議員から指摘された。山内議員は「どうやって英語教員の英語力をあげていく考えか」と質した。
平野博文文部科学大臣は「子どもたちの英語を通じたコミュニケーション能力を高めるうえで、英語教員の質の向上は重要である」とし「都道府県・各指定都市教育委員会に対し、英語教員の採用にあたり英語によるコミュニケーション能力を十分に考慮した採用試験をやって頂きたい。また質的能力の高い英語教員の確保に努めるよう促がしている」とした。
そのうえで平野文部科学大臣は新しい学習指導要領では高校では英語の授業は英語で行うことを基本とするなど英語教育の充実が図れるように英語教員の英語力、指導力の向上を図る英語力指導改善授業や若手の英語教員の米国派遣事業などを２４年度予算案に計上していることを紹介するとともに、今後も英語教員の質向上に努めていく考えを述べた。
山内議員は「英語の教員免許を持っているのにこんなに英語のできない教員がいる。英語ができないのに中高に採用されているというのが問題。英語のできない通訳は失業すると思うが、英語のできない英語の先生は万の単位で日本にいるということがデータとして明らかになった。是非、採用を厳しくして頂きたい」と求めた。また、既存の英語教員に対しては「英語力が一定の基準に達しない場合には教える科目をかえるなど、なんらかの対応を考えないと子どもたちが不幸だ」と改善を求めた。
英語教員は、英検準1級・ ＴＯＥＦＬ点・ＴＯＥＩＣ７３０点以上の保持者であることを最低基準として定めるべきだと思いますね。日本の英語教育の問題点が、こんな所に隠れているのかもしれませんね。
