英語村（English Village）

４月に公立大学となる鳥取環境大学に「英語村（多文化交流空間）」が新たに設置される。グローバル社会に対応するための実践的な英語力向上を目的としており、同大の学生だけではなく小中学生、高校生向けプログラムや地域住民による活用も想定。「生きた英語」を学ぶ県内初の試みとして幅広い活用が期待されている。
　楽しみながら学ぶ場として近畿大学（大阪府東大阪市）が２００６年に開設した英語村「イーキューブ」をモデルに、環境大若葉台キャンパスの学生センター内に開設する。コンセプトは近大とほぼ同じで、英語圏出身のネイティブスピーカーをスタッフとして常時配置し、使える言葉は英語だけというルールを徹底。授業の合間にも気軽に立ち寄れるようカフェをイメージした空間とする。
 　開設に向けて環境大は授業での活用のほか、英語のコミュニケーション能力強化のためゲームやイベントなどを企画。さらなるレベルアップを目指す学生を対象とした英会話やＴＯＥＩＣ（国際コミュニケーション英語能力テスト）の講座も設ける計画だ。
 　また、小中学生や高校生、一般県民も活用できる施設として学外に開放。鳥取県は２０１２年度一般会計当初予算案で英語村を活用した小中学生や高校生向け事業の予算を計上しており、語学への興味を高めるため夏休みなどを利用した１日～数日間の集中的な英語体験プログラムを予定している。
　鳥取市教委の中川教育長は「県内にいままでなかった施設。国は小中学校の英語教育を強化するとしており、まさに学ぶ環境を地域に整えてもらうことになる」と期待を寄せていた。
 　同大学内にある新生公立大学設立準備室の担当者は「学内外の関心は予想以上に高い。体制充実のため１年目は暫定オープンの形とし、時間をかけて課題を整理する」とした。幅広いニーズに対応するため翌年度以降は独立した施設をキャンパス内に新築する計画もあるという。
 　英語村について古沢学長は「翌年度以降、志願者を引き付ける目玉になる」とこれからの展開を期待。説明に訪れた県内高校ではおおむね反応が良かったとし、「大学の枠組みにとらわれることなく国際化の核として学生や地域の活動につなげたい」との考えを示していた。
　小中高を初め、地域住民に開かれた英語村になることを期待したいですね。全国にある公立大学がこんな機能を持てば面白いでしょうね。
