修士論文を作成しなくても修士号を取得できる（Can obtain a master's degree without writing a thesis）

文部科学省は26日、大学院で修士論文を作成しなくても修士号を取得できるよう省令を改正する方針を決めた。博士号取得を目指す大学院生が主な対象で、論文の代わりに専攻だけでなく関連分野も含めた幅広い知識を問う筆記試験などを課す。大学院の早い段階から専門分野に閉じこもるのを防ぎ、広い視野を持つ人材 を育てる狙い。来年度から適用する。

　現在の大学院教育は、２年間の修士課程と３年間の博士課程に分かれるのが一般的。省令の大学院設置基準では修士論文を提出して審査に合格することが事実上、修士課程を修了する条件になっている。

　文科省は同基準を改正。「博士論文研究基礎力審査」と呼ぶ試験に合格すれば修士号を得られるようにする。審査は筆記と面接で、博士課程で学ぶのに必要な専門分野と関連分野の知識、研究を自力で進める力などを判定する。

　修士課程２年の春から夏に筆記、冬に面接を行うことを想定。博士課程は別の大学院に進みたい場合、入試も受ける必要がある。博士課程に進まず就職する大学院生も多いことなどから、修士論文の提出を条件とする従来方式も認める。

　修士論文を実質的に不要にするのは広い視野と能力を持った人材を育てるのが狙い。従来の修士課程は論文作成のため早い段階から特定の研究室 に所属して研究テーマを絞ることが多く、博士課程を終えても産業界から「専門分野には詳しいが応用が利かず、使いにくい」と評価されてきた。

　同省は審査の導入に合わせ、修士課程の教育内容の見直しを各大学に促す。院生が分野を超えて複数の研究室で学べるようにし、専門だけでなく関連する分野の知識も身に付けさせる。将来的には５年一貫教育で博士号の取得を目指すコースを普及させたい考えだ。

　大学院設置基準の改正案については年明けにも国民から意見を募集。その結果を踏まえて来年３月までに改正したい考えだ。大学が本来あるべき姿から大きくかけ離れる傾向が強くなっていますから大学院教育に力を注がなければいけない状況の中で、改革を進めて行って欲しいですね。
