教員免許が国家資格に？！（National qualifications teaching certificate? !）

文部科学省は、都道府県が発行している教員免許について、医師などのように国家試験を経て取得する「国家資格」へ見直す検討を始める。教員の資質と能力の最低基準を国が保証し、信用を高める狙いがある。中央教育審議会（中教審）の特別部会に設置する有識者のワーキンググループ（ＷＧ）で実現の可能性を探り、今年度中に方向性をまとめる。
現行の教員免許は、小学校や中学校など学校種別に区分。学生が教育の基礎理論や教育実習の教職課程（小中高は５９単位以上）を履修すると、都道府県教委から免許状が授与され、採用試験に合格すると教壇に立てる。
教職の単位認定は各校に任されているため、教育内容や履修の実態が見えにくい。さらに、０８年度に小中高の教員免許を取得した学生らは計１３万４４７０人（文科省調べ）に上ったが、０９年度に教員に採用された新卒者は１万１９５１人（同）にとどまり、免許状の形骸化も進んでいる。国家資格になれば、教員免許を取る学生の質の向上が見込まれる一方、現行の免許との整合性や試験のレベル、実施の財源などハードルもある。
ＷＧ座長の横須賀・十文字学園女子大学長（教育学）は「国家資格にすることで、教員の資質と能力の基準がよく見えるようになる」と指摘。医師など既存の国家試験を参考にし、全国共通の資格試験のあり方を探る。
私も、大学時代、教職科目を履修して単位をもらって教員免許をいただきましたが、学生の質の向上や教員としての最低基準の資質や能力を国が保証するという意味からみれば国家資格という形もあるのかな～とは感じますね。逆に、国家の根幹をなす教育に従事される方々は、これぐらいは必要なのかもしれませんね。
