The Tokyo ocean University starts business to cultivate the marine products such as a tiger puffer and the flatfish in the land around Kuji-shi, Iwate. 東京海洋大学は岩手県久慈市周辺でトラフグやヒラメといった水産物を陸上で養殖する事業に乗り出す。容積が計100トンの水槽と周辺の養鶏場から出る鶏ふんを使ったバイオマス発電設備を一体で整備する。発電した電気や発生する排熱を使って陸上養殖の弱点とされる水槽の温度管理コストを抑える。数年間は試験的に事業を進め、地元業者などが出資する新会社に事業を移管する計画だ。
9月にも養殖施設の設計に着手する。成魚を育てる容積45トンの育成槽2つと、稚魚を育てる10トンの種苗槽1つの計100トンの水槽を整備する計画。費用は約3億円を見込む。整備費用に充てるため、6月に文部科学省の補助金を申請する。
約600平方メートルの広さが必要となる用地は久慈市周辺の畜産業者から無償で借りる方向で交渉を進めている。バイオマス発電の燃料となる鶏ふんが出る養鶏場の隣接地など、候補地は数カ所に絞っているという。生産する魚種は価格の高いトラフグやヒラメなどを検討している。
陸上養殖は漁業権を持たない事業者も参入でき、全国では大分県で日本水産が手がける。赤潮や荒天など外的要因を受けにくく、従来の養殖よりも歩留まりが高いとされるほか、水温調節により養殖期間を短縮して生産性を高められる。震災後は放射性物質の拡散に伴う風評被害を受けない利点もある。
一方で通常の陸上養殖では運転経費の4割を占める熱源コストをいかに抑えるかが課題。そこで同大は久慈市周辺の養鶏場から出る鶏ふんなどをバイオマス発電に活用、発電した電気や発生する排熱を利用して電気代を運転経費全体の2割に抑える計画だ。
大学の聞き取り調査によると、久慈市周辺で畜産業者が廃棄する鶏ふんは年間約6万トンに上る。1500キロワット程度を安定して出せる規模だという。
今後は数年間で試験的に事業を進め、技術面や採算性を実証する。この間に地元の漁協や水産加工会社、畜産業者などから出資を募って新会社を設立し、事業を移管する計画。東日本大震災からの養殖業の復興と地元畜産業の振興につなげる。風評被害に悩む福島県などでも活用できるモデルにしたい考えだ。
陸上養殖のモデルが出来れば他の地域にも応用展開できますね。世界へも進出できる可能性もありますね。人類の未来の食料資源として魚を含めた水産物は重要でしょうね。
