IT企業を中心とした経済団体「新経済連盟」の代表理事を務める三木谷浩史・楽天社長が9月20日、東京・有楽町の外国特派員協会で、外国人記者たちを前に英語で会見を行った。テーマは、グローバル化が進む世界で、日本がどう「競争力」を高めていくか。そのための大きなポイントとして三木谷氏があげるのが「英語」だ。社内の英語公用語化を進めるネット企業のリーダーは、その成果に自信を見せつつ、大学入試の大胆な変革を提言した。
「日本国内だけで通用するテストではなく、より国際的で実用的な『役立つテスト』へと移行すべきです。具体的には翻訳と文法中心のテストから、例えばTOEFLのようなグローバルなテストに変更しようという提案です」
確かに、英会話の必要性を漠然と説くより、大学入試という目に見える「ゴール」を設定した方が、中高生やその親、教師たちの意欲向上に結びつきやすいだろう。そのあたりが実務家としてのセンスなのかもしれない。
しかしながら、そうした入試改革は、以前からたびたび指摘されていた事でもある。三木谷氏の提案は政府に受け入れられるのだろうか。
「政府は『やる』と言っています。いつやるのか、どれだけ早く実現できるのかはわかりませんが、基本的な方向性は変化しつつあると言えます。もしこれが実現したら、日本の英語教育に、劇的な変化が起きるでしょう」
三木谷氏はこう、期待を込めた。それは「英語革命」といってもいいほどの大きな変化を、日本の教育界に強いるものだろう。
