北朝鮮では１６日、李英鎬朝鮮人民軍総参謀長が「病気」を理由に朝鮮労働党の全役職を解任された。１７日には人民軍の玄永哲氏が大将から次帥に昇格している。
金第１書記は、父の故金正日（キム・ジョンイル）総書記の後継者として権力基盤の再編を進めてきた。相次ぐ人事発表には、朝鮮労働党と軍の権力闘争ではないかとの見方も出ている。
