開発途上国にボランティアを派遣する国際協力機構(JICA)の青年海外協力隊への応募者数が減少している。昨年秋の募集では1965年の創設以来、初めて応募者数が各国からの要請数を下回った。景気低迷や予算削減の影響が理由に挙がるが、若者の内向き志向の表れと指摘する声も。国際社会で高い評価を受けてきた日本の海外貢献の歴史に黄色信号が点滅している。
 青年海外協力隊は過去48年間で、88カ国に37000人を超える若者を派遣してきた。募集は春と秋の年2回で、10年前には各途上国からJICAへの要請数の四倍から五倍に当たる約5000人が応募。合格者数に対する倍率は10倍近くに上った。それが、最近の応募者数は1500人前後と三分の一以下にまで減っている。
 2011年春募集では1351人に激減。これは東日本大震災の影響で、ボランティアが青年海外協力隊よりも東北へ向かったと推定される。しかし、昨年秋募集では、それよりもさらに少ない1024人しか応募がなかった。
 協力隊事務局募集課の殿川課長は「若者の内向き志向と、景気低迷の影響」と指摘する。協力隊員は派遣先の途上国で二年間を暮らすが、帰国後の就職に必ずしもプラスに働くという保証はない。
 また、協力隊員の試験制度の変更も若者を躊躇させる遠因になっている。それまでは協力隊事務局で独自に語学試験を実施していたが、昨秋から事前に、英検やTOEFL、TOEICなどを受験し結果を応募時に提出することを義務づけた。事前に専門の語学試験を受けるため、数カ月の準備期間が必要になった。こういう時ですから積極的に海外に出てほしいんですかね。日本という意識を越えいく必要があるでしょうね。若者よ!世界に羽ばたけ!!
