　お茶の水女子大は、大学４年間のうち半年～１年の間、必修科目をなくしたり減らしたりして、留学しやすい「留学促進期間」を設ける検討を始めた。従来は必修科目が４年間にまんべんなく入っていて、留学すると留年の恐れがあった。期間の長さや時期は学部・学科ごとに決める。
　文部科学省によると、日本人学生の海外留学は09年時点で約５万９千人で、04年の約８万２千人から５年連続で減少している。
　協定校と学生を派遣し合う交換留学は学費や単位取得で優遇されるが、留学先の選択肢や派遣枠が限られる。休学して私費留学する場合、単位が認められず留年するケースが多く、学生の留学意欲をそぐ要因になっていると指摘されている。
　内向きな志向から抜けだして外に向かって欲しいですね。日本という枠を抜けだして世界で活躍する人材が輩出されていくといいですね。
